Found the status of my paintjob decreasing constantly. How come? Does it affect my hull integrity or the function of my subsystems in any way?

Paintjob is just a paintjob. It doesn't affect ship's performance.
However, police tend to let you be when you're flying a shiny ship, while if you're in scratched rusty junk, you'll get scanned very often. Just like with real cops and old cars. :)

i guess the paintjob decreases due colliding with space dust and/or space stations. First one with lesser, latter with greater effect. :D
joking aside, as far as i can see, it just means some scratches in your varnish and does not affect any system in any way.

I have the opposite issue, in that I want to see what my paintwork looks like when it's worn but it keeps repairing itself! (No I'm not using the repair all button ^^)

Stupid question, probably, but You do know it's away from a Wear and Tear and has it's own line in repair screen within modules, now, right? Maybe you automatically set everything there to 100%, including the painjob?

I was thinking about opening a thread about this, just to find out if t's just me that's missing Decals (not just the "special" ones promised on kickstarter, but anything besides the skull).

well, it seems they are just not there (yet).

There is (was?) a bug where applying Decals would bork your save or freeze your game. I haven't had any issues myself though.

To answer your question: I don't think so. I have yet to see anything other than the skulls.

Is this true or urban myth? If its true I love it if not I WANT IT!! :)
