Passenger cabin full but no mission

I'm playing on xbox. After a game crash I discovered my passenger cabin is apparently full even though I have no accompanying mission to take them anywhere. I have tried restarts and multiple module storage to empty it, but I get the message 'Outfitting error. Press ok to return to station services' which is of no help. I can't swap ships either of course. I have MANY hours in the game and a billion or more in ships and cash so I'm rather frustrated to say the least. Cmdr koosemar.
