Pirate/corrupt security ?

Hello everyone,

So I was helping a friend new to elite with his first credit earnings in a Hazres yesterday and I came across something that I found weird somehow.
Overall, as I understood it, there is no security in Hazres right ? So when we first dropped in one we found a lot of npc ships in wings with the label Sirius Security with a clean status.
These ships were scanning us looking for cargo (pictures below). Have you ever encountered something like that ? I gotta admit I was more into CZ combat so I don't really know if this is usual in Hazres or not.

I think those are power play ships looking for power play cargo and can be ignored for any haz res activity. They like to fly around and spam insults, even my own PP faction’s ships call me a worthless spacer!

those are powerplay ships, and yes, they can be found in haz res and comp nav beacons.

if you want to avoid them, go to a non-powerplay system.
