I took a break from ED over the summer and came back around the 2.3 beta, so maybe this was introduced in the meantime. When did pirates start scanning around stations? Around Jacques / Colonia recently I've left a station to find pirates wandering around scanning people. They eventually get bored and frameshift out. Did run into one firefight, just as I took off there was a warning about "system authority inbound".
