Sorry to be the bearer of bad news, but the answer is: no.
When the offline mode was dropped, there was quite a debacle.

I did see that some exploration players were capable of getting the game working via laptop using a satellite internet dongle since the packet data is quite small if you are just jumping through systems and scanning. The second you add trading or combat or whatever in the data usage is a lot higher though since it pulls the information for trade data etc from the background simulation servers.

www.Oolite.org/download is a possibility for you.... It is an open source game that kept the spirit of Elite alive during all those missing years between the last elite and the elite dangerous. It is an offline game that is played as solo pilot. It is so small in footprint that many use a thumbdrive to hold the game and then are able to play it on different computers.

If you want to get your Elite fix, it's probably about 10 times as hard as ED & much less forgiving of mistakes. But it is Elite to the core!

The actual BW required mind is very, very low when in solo. You can do this on a mobile phone. (If you get signal from your ship of course)
