Increasing the likelihood of encountering another player does not constitute a guarantee that other players will be encountered. Then there's the thorny issue of instancing - given that some players, due to geography, internet connection, other consumers of that internet connection, etc. who find it difficult to meet other players.Because the changes reduce down the amount of areas others are in. All fortification is inbound, so capitals will be busy. Expansions and prep systems as well. It also makes AFK turretboats a gamble because they can be discovered unlike having them locked away in PG.
And Powerplay is supposed to be about skill and teamwork, using what you know to survive. In Open only you hook up and have wing action- NPC wingmen but real.
So take a feature away from me so you can have it only in open mode. If it was a feature like Wing or CQC and it was explain it was for multiple players only I would go ok it a new feature it will not affect me like it don't affect me now because I can't afford the subscription. But you are trying to take a feature I like away from me.But if you are willing to let it die, whats the harm in trying it? If it fails, then nothing of value is lost. If its a sucess then great! However ANY change that restricts a part of the game hurts those who can or will not participate.But if you are willing to let it die, whats the harm in trying it?
