Possible to go back to Horrizons and refund?

Should be, Horizons suffers from some ED:O issues, but you can still play it.
As it currently stands, ED:O and ED:H are effectively different games.
if you'd like, hold onto ED:O and just play ED:H for a while until ED:O gets fixed, simply select Horizons and play.

so my question to that would be, if i do a bunch of stuff on horizons, will i just get all that in odyssey when i log into it when they hopfully fix it all?

Yes, Horizons will remain separate until console release, your progress is cross-version unless it's an opt-in Beta.

I believe Steam has a 2hr play time policy for refunds, after playing the game for more than 2hrs the answer is no. Rather stupid as a new player will need more than this just to setup the 300 or so bindings! Other platforms - no idea on their refund policy. I took the decision to get a refund at phase 3 of the alpha so while I had played more than 2 hours, it was still a pre-launch product. I wanted to wait and see of EDO was a dead duck as the Alpha sucked... If it was ok I planned to rebuy it. As it is, it's turned out to be even worse than I feared it would be!

I doubt that helps you at all OP on this occasion... Playing the game in EDH is probably your best bet at this point if you have passed the refund policy conditions point.

Is it possible to refund odyssey and just go back to horizons?
If you bought this through steam, standard refund, provided you have played less than two hours, within 14 days of date purchase, have been described.

But that is not the only way. If you have bought this through steam, you can create a manual request (the first type is pretty much automated). Be warned that this process does not increase your chances to get refund but provided you manage to argument your case in an adult and serious manner (like a lawyer). Stay away from conspiracies and anything you objectively cannot prove. Also they will most likely refuse you if all your arguments are purely that you are dissatisfied with GUI or that NPC AI is not up to your standards. THEY WILL ALSO refuse you if you abuse refund policies (ask for refunds all the time). Finally don't expect refund directly to your bank account/Paypal/Whatever but rather to your steam credit.

  1. Go to your account purchases (or latest activies) via Help -> Steam Support in steam client.
  2. Find the date you purchased EDO (or choose EDO from your latest activities)
  3. Click "I have a question about this purchase"
  4. Fill in the form indicating you are requesting a refund and that the automated system is rejecting the refund and that Steam is counting playing hours when launcher window is up and not game process.

Exactly this. Note also that the most valid reason for refund is to simply state that Odyssey doesn't run well on your rig, compared to the base game.
