Power bounties and notoriety level questions

Ok I read the features and couple things I dont understand:

1. Power bounties. If I get any on me doing some undermining, how do I clear them off?
2. Notoriety level. Where how do I check it if I have it on me?

No, it is only supposed to go up when you commit the crime of murder, and you cannot commit crimes in anarchies. That has either changed or is buggy, and it may be interesting to know if that only happens for power play targets.
