I would like to know how you turn a system from exploited to controlled in Power Play.

You can't really, not without starting from scratch. Think of a cell with the nucleus- the nucleus (the control system) is surrounded by exploited systems and this is fixed when the control system is expanded.
The only way is to turmoil and lose the control system in that 'bubble' and expand the exploited system (so it then is the control system).

don't forget to make sure you mention you're only interested in power play for the modules. otherwise you're put on an ignore list and never listened to again.
