Powerplay Power Play Season 2

Just a thought:

Add Strongholds.

Every faction starts with 1 in the HQ.
You can build anther one within a certain range from the initial one.
You can disable them.


They provide:

slow down the influence change of the factions within that bubble.
create police - thus making undermining more difficult, or they could create conflict zones for undermining, thus making undermining more difficult.


If they are near enough to an enemy HQ they can create conflict zones near the stations. As capital ships and stations take no damage this will put pressure on the fortification effort. Thus Open/Solo will be almost irrelevant for Power Play.
 
They've already said that some planet bases will be hostile, so that means that PP will likely be part of Horizons. Imo, this is an opportunity to right many if the wrongs in PP, and to fill in many missing gaps for espionage style gameplay etc. They've also talked about increasing the number and conplexity of missions. Not sure if that part includes PP. We'll see in a few days.
