We already have FC interiors, as well as prison ships and station interiors. So why not jam PP2 mechanics and these spaces together in a lovely sandwich?
PP2 is very much a war of control in both ships and at a higher, more strategic level. This can be represented with interiors of PP fleet carrier groups seen in strongholds, synergise with the upcoming Vanguards and make PP 2 ranks feel personal and special.
What do I mean?
1: On a superfical level you have PP fleet carrier interiors that can use assets from PP adorned stations as well as guards. These assets already exist, its a matter of enabling them.
2: PP pledges have ranks- to gain full access to ranks you must undertake loyalty missions...so why not extend that to access to areas of the FC?
Low level (say, ranks 1 > 10) you have the hangar and refuel / rearm
Medium ranks you gain access to material traders and tech brokers with more generous thresholds. These would replace the care packages. So rather than drown players in things they can't use, have a shop that has bargain prices instead or that the more ranks you have the lower the prices.
High ranks you can access command decks that allow access to dependent system reports detailing thefts, PP / NPC losses (and anything related to UM). You could have a really nice Battlestar Galactica vibe with these mighty ships- perhaps even have random 'raids' by NPCs so you can launch and fend them off for merits (or do the same for player attacks). It would be amazing to see a red alert go off (a bit like when Thargoids attack).
3: These spaces would be ideal as meeting grounds for Vanguard groups and would provide more value to having PP FCs beyond simply eye candy. You could also extend these to player run FCs as modules too.
