Powerplay PP noob question

Hi, I'm into my 2nd cycle pledged to Aisling Duval. If I'm doing prep or control deliveries to the systems and the target system has already exceeded it's % to meet its goal, are my efforts wasted.?

And yesterday, I took 160T PP delivery on a 22 jump trip..I got interdicted 3 times on the way, 2 by normal npc's and one " Enemy " the enemy was a buffed out elite Asp Scout which stripped my buffed pythons shields in seconds. I got away with 40% remaining damage after killing it. I was shocked at what this thing was throwing at me...far more firepower than I have ever encountered in hi res from such a little ship.

Serves me right for under estimating my enemy...can I always expect this level of intervention?

With preperations there is not a limit, it is open ended - the preperation with the most points "wins" and goes into expansion in the following cycle. But mind that not all preperations at the prep list are good for your power. I think its save to say: Never prepare Yaques for Aisling. Try to get in contact with your powers comunity. And yes if you do control deliverys over 100% its a wast for you power - although you are rewarded with the merits never the less. Most powers advice theire members to drop one merit before you transfer the full cargohold to get an actual value from the game how many powerplay supplies are still needed. This is a good way to be sure to not wast your powerplay supplies by "overfortificating".

About the powerplay NPC's I can't tell. Since I am flying my fully engineered Python I have not had any troubles with NPCs for some time now.
