Newcomer / Intro Problem with landing on not permitted settlement

So... I've got the mission at the settlement. But when i got there I've found out that a permit is required to land there. Settlement just pushes me away at 70km range.
What should I do? Should I drop this mission.
BTW it's a common system, but one pirate settlement strangely have this landing prohibition. And it's a pirate tourist settlement with tourist economy.
update: whole this planet requires permit to land and pushes away the ship at 70km.

My guess is you are playing Horizons and run into a planet that is available only with Odyssey update.

This shouldn't happen, honestly. You shouldn't even be offered a missions that requires you to visit places you can't visit.
But a lot of things got broken by the last patch, so... yeah. Abandon mission, bug report, move on.
