Just because you don't hear about anything doesn't mean it's not happening. Hell Colonia itself could have been a part of this. Many government heads and scientists have gone missing over the last several years. Hell no one knows where the head of state is for the empire.
There were never any plans to move the entirety of humanity. Only a handful.
If you dont see it reflected in the game, then it's not happening. It's not like talking about seeing the minutia of how the stations sustain themselves ...it's populating other systems. if it were happening, it would show up - systems can't contain a population without notice.
Colonia could be retconned to be that...but as it stands, it's not. Colonia was started by an accident from a cyborg bartender with no apparent ties to anyone anymore. He was only discovered quickly because of a snafu in implementing the event. And he only became a new bubble after fdev agreed to add systems to the area due to player demand. There's been no tie back to any sort of connection to thargoids or being a safeguard against war.
there was an entire narrative plot that spanned years, centered around multiple books and one of the largest official player events in the game over the multi-decade plot to create fallback routes for humanity along multiple paths for the upcoming thargoid war. Orchestrated by a group that had it's hands in the highest levels of both powers.
