As the title says, go into SteamVR Settings >Video tab > check the Manual Override box and set the slider to 100%

Why?
Basically, SteamVR is now either choosing a scaled up resolution for you based on your video card and HMD, or if you are manually overriding it, unless you are setting it to 100%, it is applying to Elite and therefore combining with whatever settings you have in game. This will mean that you could be doing much better than you think you are doing, it's just there are "hidden" factors from SteamVR that are sapping your performance without you realising.

Basically
- 100% resolution in SteamVR = 1.4x native resolution (as explained here)
- 150% is roughly the equivalent of setting in game HMD Image Quality to 1.25x
- 200% resolution is approx 2x native resolution
- 225% is roughly equivalent to setting in game HMD Image Quality to 1.5x
- 300% resolution is just under 2.5x native resolution, and is roughly equivalent to setting in game HMD Image Quality to 1.75
- 400% resolution is approx 2.8x native resolution (twice 1.4, the equivalent of setting in game HMD Image Quality to 2x)
- 500% is approx 3x native resolution
