Easy on the "A" word there
Potentially a hot take, but I disagree with this.
I think some animals are way to iconic for certain biomes and locations, that omitting them from scenery really hurts the theming potential. Especially the way PZ1 did themes, which were tied to either base game or single DLC packs.
I think I was one of few who liked inclusion of dromedary decorations in Africa pack, but it just makes sense to me. You have to have camel scenery in desert theme. Those two are inseparable. I think more themes should've incorporated animals that fit their theme, no matter what animals came in that pack. Tropical theme should've, for example, had more SEA animals, Oceania should've included previous Aussie animals and so on. Otherwise every theme is a hostage to Frontiers' roster pick, because not every pack with specific theme set will have all popular animals tied to that theme, we know they want to spread them out as much as possible.
Or some animals that can't ever be a part of Planet Zoo roster, but are still good for theming, like Dodos and Sperm Whales in PZ1 base. And it's not like real zoos don't use decorations of animals that they don't hold and have never held to set the mood for a section.
For PZ2, I think damage is not as bad as it looks. If previous base game animals return for free, matching statues and signs won't be unassigned for long. Puma may yet come in base, I actually think it's one of the hinted animals. Just as grizzly, but even then brown bear scenery and brown bear species in game are interchangeable. There's no way for a statue to exclusively depict grizzly and no other brown bear species. Bald Eagle statues might've never been bald eagle to begin with. And so on.
