In a previous patch this happened. It was unintended behavior then and they changed it. So it might still be unintended behavior.

I have seen that but not for a while. Getting some distance will usually let you pick and choose your targets rather than the other way around. Do be careful with your heat, however. If you start to over heat that will attract extra attention from enemy ships.

I've had it happen once or twice, but not recently. Flee and return and it should be ok.

It's happened to me, although it did take a couple of minutes for the NPCs to turn nasty.

In general, I find CZs to be much the same as they were previously, except it takes longer to get your kills.
