Question about gaining access to engineer...

So I'm trying to unlock this Engineer. The blurb says I need an invitation from "Party of Yoru". So I head over and had a look. The "Invitation" mission is locked behind a "Friendly" rep.

So I start doing missions for them and finally I made it to Friendly. But, the invitation mission no longer shows up. I had to hop around a few nearby systems to finally get it to show, but now it says I need to be ALLIED.

Question - is it a "normal" thing for the requirements to change? If not, what could cause the requirement to change from "Friendly" to "Allied"?

I have unlocked other stuff (and engineers) before and never have I encountered the "goalposts moved" kind of thing...

EDIT: I understand the requirements is RANDOM. I am asking is it normal for it to CHANGE.

First check inara what kind of rep you need.

As I said, initially was "friendly". Now it's locked behind "allied".

And what's inara? A neighbouring system?

Every time I've wanted or needed a permit for a system it has always required "Allied" status, regardless of what the text or other sites may have stated.
Not that hard to get Allied though as a Bounty Hunter. Everybody likes the guy who takes out the trash.

It's random, it can be friendly or allied. That's normal.

I understand that. I am asking if it is normal, or if you guys have encountered, the requirements CHANGING midway. If not, I will log this as a bug. I have never encountered the requirements changing for anything else before, be it permits or other engineers.

This is true. My alt got it at friendly. There might be a faction state at play. The same thing happens with the combat bonds for two other engineers. 100k or 1 mil. I don't know the conditions that need to be met, but so far, I've been lucky on all counts.

Yep, normal. The mission can be either Friend or Allied and each time you see it it can be either. Now if you said you opened the mission board and saw a permit mission for Friendly, then cashed in some bounties/data/cargo and you got a rep up notice and then reopened the mission board and the mission had changed to Allied....

if i understand this correctly, requirements didn't 'change', you just saw two different missions with the same outcome and different reqs ... so even that involves the prng. i guess if you hang around you may find another mission for 'friendly'.

personally in these cases i've always pumped rep up to allied, and usually had to wait a bit until the relevant mission showed up. this may have changed.
