Once your park is open to the public, I would like to see it not be possible to just work on it without consequences. Before I go on, I should point out that i'm assuming that a large part of the eccoomic model will be about customer satisfaction/happiness, etc. and this is based on that assumption.
What I mean is right now, you decided to move a path, rebuild a ride, etc. you just click pause and do it or even do it live while people are still milling about. My suggestion is that you cant physically delete or move anything thats being used. You will first have 'close' a path or area, then wait for the people to exit. If then your rebuilding will cut off another part of the park, a diversion or temporary path will have to be built before you can do so. Anyone who may have played a game called 'Train Fever will know what I mean, their 'main connection feature' was similar to this and very controversial but it did mean that you have to plan ahead alot more.
I dont think it should be a permanent idea but maybe on an 'expert' or 'realistic' setting, with a full sandbox setting allowing you to remove and rebuild at will if you prefer. The point of this would be to further make the simulation more realistic. A real theme park not only has to plan changes themselves but also has to bear in mind the disruption and negative impact such works make on the look and feel of the park for the customers while its going on. If this could be factored into the customer's 'happiness factor' somehow, it would add an interesting dimension and promote much better forward planning.
