Ride Load Rules

The ride load rules don't make sense to me. I'm looking at a couple of basic rides (like the teacups). I want the ride to start either when the queue is empty or the ride is full, so I've unticked the minimum and maximum wait times, and set the min. rider load to 'any'. When I do this the ride takes no passengers and the queue stays full, with the ride running empty.

Also if I make any changes to these settings while people are sitting on the ride waiting for it to start, then they all get off?

Sounds like logic to me. No minimum and maximum waiting times and any load.
What you actually said is, after 0 seconds run with any load, which is exactly what it does.

But yes, it shouldn't. If you at set a minimum waiting time it should be fine.

Not sure why the ride empties when changing any of these settings, this shouldn't be happening.

you have to at least have minimum wait time or you will most likely have an empty ride even with a full line. You have to tell the ride how much time people have to get on it. Ive downloaded rides that have a 5 sec minimum time which only gives people 5 sec to get on leaving the ride empty. If its at zero then theres no time to get people on.
 
Ok, and I see that the minimum wait time counts from when the ride has stopped and counts down while people are getting off. And if you don't have a maximum time set then the minimum also counts as maximum. So if the minimum wait time is only 10 seconds, and people are getting off, there's no time allowed for anyone to get on.

Therefore there is no way to set the load times to have unlimited min and max waits, and just check the queue line and either run when the queue is empty or the ride is full? Isn't this how theme parks normally operate? And from memory the original RCT games operated like this. Why don't these settings check the queue line at all?

What's the logic in allowing a ride to only be 1/2 full if the queue is full? These settings seem superfluous and unintelligent to me - that you have to watch each ride and find the balance point between min and max wait times. I think it just needs to check the queue line? I just don't want the ride sitting there too long waiting or not allowing enough time for everyone in the queue to get on - inefficient to make a profit.
