...but I still wonder why one should embark on an activity which was designed/oriented for PvP and then go playing in modes which are enclosed to PvP. 🤷‍♂️
To skim the unique rewards of course. That's why bribes aren't the solution. Good gameplay can't fix the design paradox of having PvP and PvE in one bucket either. That is a fundamental design flaw. You'll always have the players who don't want to play PvP but don't want to miss out on the rewards. And why would they? If you want to have ppl play the PvP it's gotta be a good PvP, not some gag order, carrot and stick, fomo bullcrap.
And as long there is engineer fueled arms race you won't have good PvP for a decent audience. it's always gonna be a shrinking pop of "end game" elite who has the coffers full of mats, pimped modules, high end ships. This PvP doesn't attract any serious new blood.

Why not both? Rewarding gameplay that goes beyond factions and perks / rewards for being loyal?

Consider this; you can take an army and use them to assault a city or you can place a squadron in a contraption disguised as a horse and let them enter unhindered. If there is the option to achieve an objective without hindrance or unnecessary challenge, then what commander of an army wouldn't choose it? Solo/Private offers those opportunities and that's it really, I reckon.

What armchair general would let such a spectacle slip? In the end we play games for the spectacle, no? Remember Total War!

That's a good point indeed... but there's a caveat, I reckon that some rewards (modules in particular) may have attracted players not interested in PvP. Or even not interested at all in the ethos part of it. On the other side, powerplay groups did have to find a way to address these players (not interested in the ethos/PvP/political aspects of the powerplay game) in the way that they didn't basically have any interference in the greater picture. So bottom line the presence of reward/module-shoppers doesn't make a difference...

Well... indeed but powerplay should be seen like a sort of end game too, more or less like the AX battles etc. are for the PvE and hence the race for engineering is necessary for any endeavour in such activities. What does seems to me is that the only one difference is that for AX there's no one to blame when something goes wrong (except may be FDEV lol) whilst for PvP it looks like there's always a "victim" and a "carnifex" i.e. it's being negatively connoted because there's a target (= another player) to blame for what's gone wrong.

Why? If I buy a PvP game, isn't the point of it going at it right away? Who wants to do 500 h of busywork until they are allowed to join a very basic fundamental game aspect?

That's the game design flaw indeed, as enemy pledged NPCs do not offer any challenge at all... it's human, some one does like challenges (like me) some one else just doesn't. 🤷‍♂️
 
What people don't realize yet is this new feature is VR Powerplay. This will make all other arguments invalid.

Was it designed for PvP (explicitly, players shooting each other in open)?

I recall it being said that it was (words to the effect of) the group vs group competititve game layer[1]. To me, that implies competition between groups of players, but doesn't imply pew pew lasers beyond how the game currently makes that a thing (which is; it's optional).

In other words, player vs player doesn't imply players killing players.

[1] My futher understanding was that it was introduced when they realised how popular supporting factions the BGS was, but FD knew the BGS wasn't intended to, balanced for or capable of functioning as a formalised group vs group activity, and why OG PP was supposed to have powers rise and fall from factions, in reflection of that activity by players.
