Scenario - Train Staff

You have the selection for "Staff member, vendor, entertainer, janitor, mechanic, security", isn't all of these Staff members, if not let me know, or perhaps if you mouse overered them it would
have a dialog box that explained what they are suppose to mean, the others are really self explained, the Staff member is the one in questioned.

I believe it means any staff member, no restriction on type.

when one person quits or “goes on a break” a “staff member” probably replaces them.

From what I've seen 'staff member' only crops up under Objectives. In this context it means that it can be any staff member (as hayzelle has said).
