I don't think I've seen this idea if it's been mentioned before, sorry.
Give us some placeable scenery items that are just workers. Like the ones that stand at the ticket booth and behind the counters.
The modeling is already done so it shouldn't be that hard.
This way we can make things with the building tools and then place a worker to at least give it an illusion that it's a working element.
This would add another touch of life and activity to our parks by giving the illusion of things that might not actually be in the game.
Some of the things we could build (if not included)
Putting a person behind a fake counter to give the appearance of games (guess your weight, basketball shot, ball toss, etc.)
Placing extra workers at rollercoasters and rides.
Placing people in building for our simulated guest services, etc.
Just being able to place workers at the gate where people leave.
