So I'm on my way back from Robigo with my hold stacked with shadow cargo run missions and an Anaconda pulls me over and scans me, 10 missions all failed

I'm not that annoyed but isn't the point of anarchy systems that anything goes? I wasn't even breaking any laws at that particular point.
