What is the "New SAASignalsFound Event?
it is when you use a detailed surface scanner, it indicates the number and nature of hotspot in a ring, the number of geo/biological signals on a planet surface

I don't know what this server outage is about, but I can confirm what someone wrote on the issue tracker comments; you can "workaround" this problem by removing the refinery, and then refitting it (in the station). I haven't tested if there's difference between swap and sell/rebuy, but I did do it at a station and it worked (doing a simple deactivate/activate in space wont be sufficient). I managed to grind quite a lot of Opals and other deep core stuff today with this workaround.

There's a caveat though, it's only a temporary workaround. I believe the next time you go to main menu (to reset some other bug, e.g. changing 1 module's priority changes multiple module's priorities), you have to do the whole refinery refitting again. The best way to test if you got it to work is to buy some cheap commodity from the vendor, go in space and try cargo scoop it. If you don't get any error, you're good to go to mining.
