Settlement Raids & Scavenger kill missions.

These missions used to be pretty common, but about 9 months ago I headed out into the Void.
Got back last week and can't seem to find any of those missions anymore.
We can raid a settlement but if we get caught we get fined or killed.
Is this what we have to do now to get upgrade mats?

Probably just RNGesus. They tend to be more common around bad states.

Scav kill missions need a nearby (<20LY) system to have shutdown settlements.

Just visit any settlement and murder everyone there, then help yourself - there are many Lawful settlements ripe for eradication.
The fines are pathetic and notoriety actually has little effect on the game - embrace your dark side, there are thousands of targets just waiting for cleansing by Plasma!

Use Inara to find Odyssey settlements that are in bust, civil unrest, famine, infrastructure failure, pirate attack or terrorist attack.

Lately it seems that there are fewer, but it may just be RNG. Use Inara to find a system with a lot of settlements listed. Go to the Odyssey surface settlements and look on the terminal for scavenger missions.

You are going to have to search for them if you want to do them. Due to how states work even if a faction is in one of the above states the others states they may be in will cause the settlements to not be abandoned just so you know. You just have to go look.
