Shadow quality based off sun position not camera

Shadow quality is based off a rectangular area scaled based off camera distance and rotated to match the sun position. This produces obvious shadow cut off that does not fit the players viewpoint.

This effect happens at all zoom levels but is more noticeable from a distance as the rectangular area is smaller and shadows are not drawn instead of a reduction in quality outside the rectangle.

Steps to Reproduce

Position camera to give view of a large area with a wide spread of guests. Set time of day to give noticeable shadows and pause. Move camera to make rectangular area obvious.
