I guess it depends on where you are starting from and what your jump range is, so how many systems you are honking. I tend to honk as I drop in, dive into the star to refuel while the FSD is cooling down, turn out from the star once I reach full scoop rate, by this point the FSD has cooled down. I then hit jump while still fueling on the way out, flick to the system view to see if there is anything interesting, if there is, go back to the cockpit and cancel jump to go and scan the interesting feature, I'd nothing interesting, align with next system and jump.
I think it took about 150 million cr of exploration data to get to elite from the lowest level the last time I checked and pre 2.3, so I would imagine it is about 300 million cr now.
I went from a pretty low rank, aimless I think, to pioneer with a trip to sag a* doing it this way, but all pre 2.3.
