Standard slaves seem to be harder to find that imperial slaves. I would check in anarchy space.

I've picked them up a time or two from a smuggler/pirate ship I attacked. I would investigate Unidentified signal contacts if it's part of a mission to get them from a specific system.

You might also look for them in a trade tool like slopeys bpc to see if it's listed anywhere near you.

If it is faithful to the original elite you will have to fly to the pirate sectors but be warned they attract the wrong crowd to you like bees around honey, so be armed and be fast, before taking on such a cargo as this.

the trick is to out run your attacker first, but if that does not work hit them with all you've got then try to lose them in hyper drive, do not stand and fight, they will wear you down.
