You do realize that this has been the case every since the Xbox version went live about a year ago right? As far as I can tell, the world didn't cave in since then.
Secondly, I don't recall there being any "pay for your commander name" so I'm not quite sure what you mean by your claim that you paid for your unique commander name.
Reserve your Commander name in the game (first come, first served, except Jameson), plus all rewards above.
To answer the question on first discoveries, they are tagged as "Xbox" if they were done by an Xbox commander.
If a player is reported, FD are capable to tell whether it was an Xbox or PC commander using telemetry.
Finally, since Xbox and PC players are in different instances and never meet each other in space, it's actually very unlikely that they would end up reporting each other. This confusion will more come into play if they ever introduce cross play with Xbox, but in that case I suspect they would put some kind of platform symbol on the HUD.

Well, as the many surprised responses show, it wasn't common knowledge that the names are not unique across platforms. Now that it is revealed and officially confirmed, the risk of someone abusing this to impersonate someone else is much higher.
They can already tell by the game account type that is doing the reporting. But that is not the problem.
The problem is stuff like screenshots or video footage of some alleged misdeed (let's say using cheats) of a CMDR on PC. It can now be faked by impersonating this CMDR on XBox, then uploaded to Youtube with a fake story. Without dev intervention, the actual PC CMDR could claim all day long it is false while the people doing the faking keep posting more incriminating fake footage. There goes someone's reputation.

How very patronising.
Cosmos raises a valid point, and is entitled to express his opinion, as are we. This was a "feature" sneaked in. Not announced and would have been heavily criticised if it was proposed beforehand.

Actually... it's not realistic at all. No one has unique names - there should be at least a million people across a galaxy sharing your name.
