Not saying they are the same. Just saying Engineers could've functioned like this for weapon modifications *and* been used to deliver new items over time. Por que no los dos.
So instead of building a rapport with a developed engineer character with an interesting background and specific requirements which provides access to new and interesting equipment and modifications over time, I now dump random goods at Mr/Ms Procedural McGeneratedface at semi-random systems.
Missed opportunity. Don't get me wrong, tech broker is going to be a welcome addition to the game, just that those mechanics could've not only applied to Engineers as well, but been the forum for delivering new content in a more personal way.
To exemplify... everyone knows who Todd "The Blaster" McQuinn is, and Professor Palin, "The Dweller" etc. are. Are you going to remember Fitzgerald when you unlock this? Probably not.
And that's where engineers would've made it much more personal. Building favour, cashing it in (such an underused currency/mechanic), doing tasks relevant to that engineer to unlock relevant tech. I don't think you can avoid the "fetch XYZ of ABC" element so much, if only to build that favour, but it'd make it a bit more interesting.
