I've a funny feeling that we are actually in 'violent agreement' here.
For me the issue is that 'Tech Brokers' are simply Engineers by an other name. No matter how orthogonal or parallel the engineering they do, they are unique to you, and defined by the amount of <magic> you have supplied them. This is NOT a new 'personal narrative' - sorry, I hate to moan, but I also hate to be treated like a fool.
This simply isn't new on any level, nor in any way. And I am not impressed.
Do we get the ‘fun’ of also engineering these new modules?

I was hoping the narrative would be more about picking up personal chain or tip off missions that connect and eventually lead to a pay off (tech unlock). The missions could even direct a person to collectable caches to bring back.
30 Technetium?? *claps hoof over bovine brow*
This thread is the living proof of whatever FDev does, there will always be complains.
I lost count of the times I read suggestions to remove the RNG from engineers, that they should give always the same equipament once you unlocked them to a stage, no more random stats.
So FDev introduces the Tech Broker, which does exactly that: provides tech at fixed values one they are unlocked. But no, somehow that's bad now.
They just don't have any other ideas, do they?
I wonder if this will be a way to get Prismatic Shields without having to deal with PowerPlay which I really don't want to do...
That leads me to ask a few questions...
These missions would happen all at once to everyone in the game, or just to selected/random players?
If they are selected/random players, how are they selected and what would be the selection criteria?
What happens to those that don't meet that criteria?
If it is totally random, you may get the mission on day one of playing the game and not be in a position to accept the mission... will it be:
- stored for later use?
- have a timer so needs to be completed sooner rather than later?
- go back to the random generator to be offered again at some later date?
What happens with the expletive-storm that would hit the forums with people complaining about not being selected for the missions?
You'll also get scenarios like this; PlayerA has been given the mission but none of their friends have. Can they 'wing-up' with friends so that they get the mission rewards as well?
Personally I don't see how 'personal missions/chains' can work without changing the whole way that Elite works. It doesn't work like other MMOs in that you are no one special, you are just a pilot in a big galaxy trying to make a living. You are not the Laat Dovahkiin.
Does it matter if CMDRs are offered the same chain of missions? It's a game after all, not real life.
PS: The dragonborn (dovahkiin) comes from Skyrim, a single player game, not an MMO.
