Its a surface deposit.

You can blast it off with the Abrasion Blaster. ( One of the new mining tools)

Aaand this confirms that there probably will be deep core asteroids in those belts as well.. interesting.

its a surface deposit you can mine it with the new abrasion blaster if you fire a prospector at it it will become targettable.

It seems you can only search for commodities, blaster is hardpoint

It's under the 'stations' tab. Search for modules.

There are 2 Bao Orbitals, which System are you in. For future reference, state the System that you are in as well.

They are for sale in Eleu (Bao Orbital) and if you are in Patocuda, then Wirnako (Moffitt Platform) is the closest place to you (18.78Ly)

Abrasion blaster is something you mount on a hardpoint. In Outfitting, select an empty hardpoint and then look for Mining Tools box. Pulse Wave Scanner goes on a Utility Mount. It gets its own box in Outfitting. I've seen these items for sale in Hightech and Industrial Ports, so far.
