Newcomer / Intro Soooo frustrated!

Oh, if you don't really want to bounty hunt just follow the system security ships around until they start shooting, they will destroy it for you and you will get a bounty for helping them out. Just don't do it near a station your get fined.

Edit: Also if you are doing a trade missions, once you get a lot of money by the highest freaken frame shift drive you can like jump like really far without having to freaken refill all the time.

Edit: Note I am currently mad at this game right now, because I lost 35,000 credit because I was trying to force a fraction to control the station because the old one is corrupt and scamming profit from its citizens. Just wait you little scamming fraction until I get my freaken better shields and weapons and a new ship I will come for you and wipe the influence from that fraction.

You might need to be a little more selective on the missions you choose. Sometimes NPCs offer suicide missions.
I wouldn't say that they offer you 'suicide missions'; that is an Eve style of play. However: Apart from cargo space; the mission board does not consider your ship type or your own experience, when it comes to offering missions. Especially if you have just entered the system and have not done any missions there for a while.

Well it does also consider ship size, if the ship needs a large pad, then the "ship too large" mission disqualification is shown.

FYI - If you enter a Haz res or Compromised Nav then if you have no cargo then o no one will attack. You then just have to pick your targets carefully, I.e. keep an eye on skill level, ship type and whether or not they are in a wing. With practice they are not as dangerous as many people think they are. However, I would agree that they are certainly not a place to learn combat :)

I'm trying to get my Federation rank up so I can get to Petty Officer - it's a pretty slow go, right?

Wing: if you've targeted the ship and the scan is complete and you can see that they are WANTED, it'll also state (a few lines down) something like WING 3/3 (if they're in a wing with two other ships) or nothing (if they're on their own).

Ranking up in Fed: so/so. Petty Officer and CPO can be pretty fast, if you have the money and the right system. Don't know where it's at now - used to be some system at the backend of nowhere in perpetual famine. Google "Elite Dangerous Federation Ranking" (and check the date of the responses), that should usually give you an idea about where to go and what to do.
Basically, you'll have to complete REP missions for Fed-aligned factions from the mission board. The more "+" after the REP, the higher the gain. Feds are pretty corrupt, though, therefore you can also find (with some luck - or googling) systems where donation missions are abundant. Pay a few hundred k, and get a REP+++.

I'm heading over to Niu Hsing, hoping that's still a good place to get easy Fed mission that will rank me up faster. I really want that Sol permit.

Also got book mark for engineer Tod McQuinn, does anyone know if I need 100k bounty of any kind? Or do they need to be Alliance bounty vouchers?

Any bounties count for the 100K donation, doesn't matter whether they are superpower or for minor factions. But I think Tod only accepts Alliance bounties towards gaining reputation.

I've got another question I can't find the answer to, so I appeal to the Gods here: I read somewhere that turning in cartographic data at Federation ports would increase my status in Federation. I just turned in 800k worth of data (I got my meta-alloys and had Farseer upgrade my FSD - whoo hooo!) in a Fed port and it didn't budge my crappy 6% Fed reputation (zero rank). I'm working on getting my Sol pass. Is there any reason to save my cartographic data for Fed ports?

You might find it goes up when you re-load or change instance, exploration rating percentage does that so maybe it will do that for fed rep too. - I don't know if there is a direct read-across to major rep but it certainly does increase your rep with the controlling minor faction where you cash in the data - my recent 30MCr raised me to allied from neutral the other day. (I'm already maxed-out in Fed rank so I can't confirm or deny if it applies to that.)

Check to see if the controlling faction is actually a federation faction, you should see the fed logo on the agents that also have controlling faction next to their names on the missions and passengers screens. If it isn't a fed controlled station, no Fed rep for your data.

Not valid any more. Selling exploration data improves your standing with the controlling minor faction of the station you are selling at, but does nothing (directly) for your standing with the superpower.
Useful for getting system permits, but does nothing for your navy rank.
Indirectly of course, getting chummy with the local faction will get you access to better missions, which in turn will help you rise in rank faster.

Cartographic data will help you gain reputation with a minor faction, but won't help at all towards superpower rank. Only missions do this, though you'll get better missions if you are allied to the minor factions.

You will eventually be introduced to an engineer that will take your Cartographic data for unlocking and then for reputation with them. If you're not worried about losing it before then (don't die), you can hold on to it and it will be worth the same amount of CRs but also get applied to that engineer. Just offering another option, but what these guys said is spot on.

Thanks all. I've got to figure out how to get my navy rank up faster, it's such a slow go. I've read various strategies and will focus on those. I may be doing a lot of donating.

Find a few nearby systems with several Fed factions, ideally ones that frequently have lots of fetch type missions. You want to find a mixture of station types: extraction, refinery, industrial, agricultural and high tech. Do a trade circuit between these stations and stack up on fetch missions as you go. Also try and anticipate what missions might be asking for at your next destination. You want a ship with a fairly large cargo capacity, but you will attract a lot of pirates.
Mining missions for oxygen, water, cobalt, bauxite and other commodities you can purchase are good as well, since you can complete these missions with goods that you buy far quicker than via mining.
 
I used data delivery missions as they can be done in a fast small ship and in the right locations they will all be to a few common locations so you can complete them fairly quickly. Then it is just down to how many can you find, up to your limit of 20 missions. They don't yield much cash each but if you carry a lot of them you can earn some profit and you can pick-up a few other types of missions at the same time should you want a bit of variety. Do a search for locations, most are fairly remote areas.
