General Station priority access Granted

Basic game knowledge is helpful.

You know the life support duration, it is clearly stated on the module. You can get life support module for sidewinder that lasts 25 minutes! How long does it take you to get to a station??? For most cmdrs a 5-min D-rated is fine, a piece of iron and nickle to help you through a pinch. Holy crow batman.
 
You might not have life support materials. You might be on 0.00001% hull and a clear entry slot + gentle touchdown is a must. You might even be an explorer with sight or physical disabilities who relies on automated systems to play.

In these scenarios priority emergency clearance isn't going to help the pilot. If ship has .1% hull, no shields, no repair limpets, no AFMU, bumping the mail slot or slamming into landing pad will still destroy the ship regardless of the Emergency Priority given. Going faster isn't going to help.

The choice of life support module and carrying basic mats for synthesis is 100% cmdr's choice. The game allows cmdrs to make bad choices.

This is true. I have had everything from my DBX to my Cutter play ping pong on auto dock. My AspX regularly gets damaged just touching the pad with auto dock (Used to run no shields for weight saving, learned not to do that anymore).

Except the pilot requested - amd was theoretically granted - priority docking. So simulating repair crews without physically simulating them, possibly fines and definitely damage could be dev magicked off in a 'granted, this is an emergency' scenario.

Going a bit further it would also be plausible in the game world, that ships with little or no rep with controlling faction might queue longer, while allied ships get to dock / undock first, prioritised by ATC as almost a secrurity measure.

So I wouldn't rule the idea out myself. There may be higher priority things to put into the game before this one (there are) but it doesn't mean it couldn't add more colour and nuance at starports in the longer term.
