Horizons Stations not rotating and no radio chatter

I'm out at Sothis and Ceos.

Newholm and New Dawn are not rotating and there is no radio chatter from the towers in either station.

Is the rest of the Galaxy OK?

They are under construction, have been that way for a long time now.

It's so busy that they got no time to do radio and the lack of rotation is to make it safer eh.
