Steam's start elite dangerous, saying don't own the game bug.

how to fix this? restart computer usually fixed it.
Start Elite Dangerous from steam and it said don't own this game. even though had just played few hours before that.

update: cleared web history of the web browser and all cookies, and a restart of the computer got access to game again.
