OK so I just picked up 4 cargo units of lithium that were floating around near a dock, took them to a market and couldn't sell them and had a - in the cargo section so I look in my cargo panel just to see if I'm not going mad and sure enough there they are but with a "stolen" tag. Are all the items you pick up in space classed as stolen , cos honest gov I didn't nick em!

I've yet to find any Legal cargo in space, from what i have seen in other threads, anything found in space is classed as stolen.
Yes they're classed as stolen. You can sell them but not on the commodities market. You have to sell them to the black market (in Contacts). Not all stations have a black market.
Yes Hap I sold them in the contact section for about half of the going rate, so moral is be careful what you pick up.
To be fair, selling at half price something that cost you nothing is a lot more profit than selling at full price something that cost you to buy.

And to make matters worse is that all of the "Black Markets" that I have encountered have been on stations, not outposts. Meaning that you will be scanned coming in and will incur a fine!
Tip I found out yesterday: Anarchy systems mostly don't have security forces (or much in the way of fines). Find a station with a black market in an Anarchy system and you're on easy street.

Assuming you don't get attacked and destroyed by the pirates, freebooters and privateers that hang out in Anarchy systems
Easy way to avoid scan, dock fast, line up with entrance beyond the station zone, go full speed with boost if needed, request docking on way in (I use Voice Attack Macro so I just say Request Docking and its done).
As soon as you are through the entrance no issue, I have even heard the Scan warning just before I enter but gotten through without fines as the scan did not complete.

Easiest is to just use the Platforms though, once you have found one, they do not have to be in Anarchy systems though.
