Stupid question been bugging me forever

Been playing for years and have yet to figure this out. It’s the one dash indicator that I don’t know what it’s function is.
Looking at your throttle indicator on the left you have the safe blue zone for approach, in the middle fat area you have your current speed as it relates to your throttle position, below that is your speed, and to the right of the fat line is a skinny line that is for....?? What the heck does that little line indicate?
 
That line indicates the maximum achievable speed with current pips configuration.
The less pips on engines you have, the shorter the line will be compared to the speed indicator and vice versa.
 
Ahhh okay. I was wondering why it’s always going up and down without any input from me and doesn’t seem to correspond with current throttle position. I thought perhaps it was an indicator of gravitational effects but the max speed with current pips makes sense. It would go lower and higher if I’m passing planets and whatnot. Thanks :)
