Objective: Deliver Unusual Encrypted Files, Specialised Legacy Firmware, Exceptional Scrambled Emission Data and Anomalous Bulk Scan Data

Description
Data deliveries are required by competing initiatives to increase or decrease civilian surveillance in the Federation.
President Zachary Hudson has asked the public to contribute to making the Proactive Detection Bureau more effective:
The PDB requires access to lesser-known comms channels where terrorists and criminals lurk. Supplying it with data from multiple sources will allow us to root out more potential threats.
To counter this campaign, Shadow President Felicia Winters aims to protect personal communications from being intercepted:
My duty is to help citizens preserve their constitutional right to privacy. If enough data can be gathered for baseline testing, we will distribute legal technology and techniques to secure against government intrusion.
Both campaigns require deliveries of the following data types: unusual encrypted files, specialised legacy firmware, exceptional scrambled emission data and anomalous bulk scan data.
To support Shadow President Winters, pilots should deliver data to Ito Orbital in the Rhea system.
Should the initiative gain more data than President Hudson's campaign, Shadow President Winters's policy will deliver a 50% increase in stability to the systems she controls or exploits. Hudson's failure is predicted to have negative consequences in systems he controls or exploits, where system security will be decreased by 25%. These effects are expected to last for at least one month before settling back toward existing values.
Additionally, the top 75% of contributors will receive a fully engineered A-rated Electronic Countermeasure with lightweight and shielded modifications. This will be placed in storage at Ito Orbital by the 8th of May 3307.
The initiatives begin on the 29th of April 3307 and will run for one week. If the final target is met earlier than planned, the campaigns will end immediately.
Should both initiatives be completed to the same tier, the one with the highest contribution will be designated the victor.
To earn rewards, you must sign up as an active participant before handing in unusual encrypted files, specialised legacy firmware, exceptional scrambled emission data and anomalous bulk scan data to Ito Orbital in the Rhea system.
Be aware that faction-state changes and other disruptive events can negatively impact markets and station services, and could prevent the initiative from running smoothly.

The KWS only looks good on paper. Put it on a ship and you won't have power for your weapons. The ECM, while not a very useful module, comes with much more convenient engineering.
But we just had a CG for Guardian unlocks and stuff... that gear makes power pretty much entirely negotiable.
 
So do you all only play CGs for the reward? I'm happy with the modules I have, so my interest in this CG is as a Winters supporter. I will be helping Winters (if time allows) because it lines up with my role-play, and I want to see how this story unfolds if Winters wins, not because of some silly module.

Unfortunately one lone duck cannot win a CG alone...

It's really too bad that Frontier "stacks the deck" when it comes to CGs.
 
Yes Old Duck, I play only for the reward. Even if I know it doesn't mean a lot, even if I have enough G5 engineered modules (and more then I need), still I like
to collect all this unusual and mostly unimportant rewards. And I think the story will be the same, whoever wins.
 
Took a few hours for the contacts (science contact / mat traders) to appear for the Sirius / Antal data CG as well. Patience, grasshoppers.
 
Huh? The Guardian Gauss cannons are ineffective against humans, and an ECM is 100% ineffective against Thargoids
Oh, I just double-checked that CG rewards, it was just a Gauss and nothing else. I mistakenly thought it offered discounted unlocks, in which case GHPP + GHPD give you more power than you really need.

What's the difference between an A-rated ECM and the current one that can be purchased (which is F-rated)?

Agreed. The power draw of A-rated KWS with fast scan is huge, much more than you'd comfortably be able to accommodate on most ships. So it sounds great, but it will be a pain to utilise (and the extra range isn't going to be useful in most instances). If it was a C-rated KWS that would be insanely good.

Agreed.

It's unfortunate that FDev has to skew the rewards so heavily towards one choice over the other. Almost like they want to avoid the responsibility of supporting two possible narratives? Not for the first time either (remember the 2x double g5 rail guns reward vs the useless missiles just a few short weeks ago?).

Still, I'll be voting with my heart on this one and sending mats to Winters because Hudson is evil and Felicia is trying to do good in the Galaxy... and that jawline... :p
Neither of these modules would make a meaningful difference in gameplay so I'll try to affect positive change and RP here.
