System with perpetual conflict zones, even when there'd no warring factions?

I've found a system that seems to always have conflict zones, even when there's no warring factions.

The System Information panel, the far left tab on the left panel, shows no conflicts, and the System Factions panel under Status on the right panel shows no factions in conflict, but there are (space) conflict zones that can be joined and reward combat bonds.

I thought a system had to be at war to have conflict zones?
 
I think there might be something buggy going on. My home system has random conflict zones popping up at the moment, even though no faction in the system appears to be at war. And I was out looking for some high-grade signal sources, and the outbreak state I came to take advantage of was overridden by a random war that the system map didn't know about. Lots of weapons fire and distress call sources and NPCs broadcasting on comms about how they were fleeing all this death and destruction, but none of that should have been there.

I thought a system had to be at war to have conflict zones?
I have a similar systems, but the CZs are shown in the Navigation panel.
