Ok - problem solved! @Sakashiro had the solution.

This turned out to be problem with Streamlabs OBS and EDO competing for encoding resources rather than a throttling issue due to temp ( this whilst on concourses and in settlements only). Switching to the x.264 encoding rather than NVENC has solved it. EDO is still pushing the system hard, but no system issues now.

Not sure why EDO is the only game to have triggered this scenario, but now I know how to fix it's fine and not a problem with EDO.

In GPU limited scenarios, Horizons is significantly hotter than Odyssey, for me.

This is from my primary system (6800XT), but similar patterns apply to the game on my 1080 Ti and 3080 as well:

Everything identical except the game client. 4k, ultra preset. Game allowed to run a few minutes for temps to stabilize. Horizons is pulling 327w. Odyssey is pulling 298w.

Elite: Dangerous has always been the hottest/most power hungry actual game I've ever seen, since 2014.
So Horizons pulls 327W to render 113 frames, and Odyssey pulls 298W to render 76.

That makes Horizons significantly less power-hungry per frame. If you cap both at 60fps, Horizons should run cooler.
 
This term 'overheat' seems to really be tying this up. With a bunch of arguments over minutia

Here's what I see:

i5-9600K
RTX 2080
4K TV 60hz

In Elite Horizons I lock to 60FPS at 4K resolution and 1.0 Super Sample, and that is held everywhere but night on icy planets with lights on. That being the only time in 4K that the GPU hits the wall and the fans really kick in if I stay long enough. All other 3D space sim and shooters are 4K native and run without maximum fan speed outside of very chaotic environments. Most never cause that temperature to be reached at all. Star Citizen, X4 even in large ship battles with complex stations in view never kick the fan to maximum.

Now comes Odyssey. Planet surfaces caused enough performance hit that I had to scale down to 0.75x supersampling to maintain 60FPS in the SRV in MOST non-settlement circumstances otherwise it was pegged and the fans were on high in minutes. So we are now already reducing pixels rendered by 25% and up-sampling the result as I understand it. Then we go to a settlement. An environment of buildings and doors and basic shooter stuff we've all seen before. Nice and reasonably detailed but not really pushing the cutting edge by any stretch. Some space elements need tracked rendered too so more than a typical static skybox. Still. From the moment I step outside at a settlement the GPU is pegged out. The fans are doing their job and limiting the heat so nothing is 'wrong' with the rig. The 'wrong' is in the work the software is doing for these not-that-intense environments and the fact that for this one on foot shooter I need to listen to the fans pulsing up and down to maximum to render a lower resolution scene than any other game I play.

Something isn't right here and it isn't thermal paste and dust. The GPU cooling is working and cooling the GPU. The issue is that the GPU is working this hard on what Odyssey is trying to display.

The CPU is largely doing well. Utilization seems to hang around 80% and the temp in the high 50's.
The GPU in all situations outside the settlements hangs between 60% and 80% and temp in the 60's held to 60FPS. In Settlements its 100% and 84C.

Just checked my temp and was actually surprised.
RTX 3070 stays around 60°C which is more than okay. I think it throttles at 90°C and could actually take a bit more without taking damage.
Ryzen 5 5600x stays at about 80°C, which is a bit hot, but still not in throttling range. Also, stock cooler.

All good here. :)

No, it isn't. It's even a security hazard to have a system where untrusted software (javascript, etc.) can bring the temperature up to the point where throttles kick in, it's a huge opportunity for a side-channel attack.
I said mostly, and was partly refering to the OPs problem being known as overheating (it's not, it's throttling to avoid overheating exactly as it is supposed to).

What's really weird is that I'm running a sub par GPU Radeon RX 560 4Gb and I'm getting very comparable FPS to many other people right now, perfectly locked 60 (only using a 60Hz TV anyway) in space and anywhere from 35-17 in settlements.. Concourses last night started out improved at around 33 then dipped back down to 16ish as the time went on.

I hope this means some positives for you guys with higher end stuff because your setups should be coming in wayyyy better than mine. So once they find what it is, I think your frames should skyrocket and your heat should decrease.
This old thread found a cause of this, basically game wirtten so every time it applies a texture it loads from file on SSD not from Vram, so lots of needless CPU --> GPU communications and faster CPU'sget lower FPS because tehy swamp the GPU with file transfers, not leaving enough GPU for drawin pictures :-(

I don't know if it is still the case but I stopped using borderless in Elite years ago as it was for some reason giving me huge increase in GPU load (i.e. 100%!). It means I can't use overlays but that is a price worth paying if it stops my GFX card acting as an incredibly loud foot-warmer. ;)

I just checked this in Horizons and find it is no longer the case. If anything the GPU load is less in borderless now.
 
This is one of the reason I'm not playing Odyssey. The lack of performance force the GPU to work overtime, and she is at 100% all the time. It put a strain on it, even if her cooling is sufficient. It's not good for the computer.
That and the fact it's 30°c already, and I don't need a heater at my feet.
that log opened my eyes aswell - why I saved it... Not gonna run game that melts PC, espesh one that looks like a 90s games conference slideshow :ROFLMAO: 😂 😆
