Powerplay Teir 5 unbalanced?

so, i was running numbers to help me and some friends out with poweplray for 'a minor convenience' and came up with the following table.

1 = 0 merits
merits per week
to keep for 2 weeks
to keep for 2 weeks
to keep for 2 weeks


2 = 100 merits
1 week = 50Mpw
2 weeks = 200
3 weeks = 400
4 weeks = 800


3 = 750 merits
1 week = 375Mpw
2 weeks = 1,500
3 weeks = 3,000
4 weeks = 6,000


4 = 1,500 merits
1 week = 750Mpw
2 weeks = 3,000
3 weeks = 6,000
4 weeks = 12,000


5 = 10,000 merits
1 week = 5,000Mpw
2 weeks = 20,000
3 weeks = 40,000
4 weeks = 80,000


now, looks pretty steady growth in difficulty to keep each rank. till grade 5...

im not here to go into a lengthy discussion on the barely self sustainability of poweprlay or the fact that it mathematically must take up all your time. this post is about how level 5 is obscenely out fo place and the rewards are not worth it.

sure, sometimes you get HUGE buffs but these generally are very situational and not to useful for pretty much al the powers (200% expl data for realistically only a week, or 90% off ammo you dint care for the cost anyway?).
what about the 50mil you get? that JUST ABOUT pays for keeping the rank (maybe 10 mil profit) but at taking all your time to maintain you could be making EVEN MORE money elsewhere?
combat zone fast track? even in ridiculously over engineered cutter, you wanna rack 500 kills a week? seems fine but id like to either play other games or do something else when im playing this game.

the effort for benefits of grade 2 are MUCH MUCH better. even if the power isn't winning (for example, mahon gives you 30% more trade profits atm) thats still a nice 5-15% bonus for your power for a measly 5 kills a week, or spend a very short amount fo time getting the free cargo.

alternatively, make rank 5 easier to get.

another note, is with all the dedication it takes ot keep a rank with a power, why do you only get 1 consolidation vote no matter what? surly someone who spends all their time helping their power would have more influence? then someone who only claimed 5 kills in the name of? no wonder powers over the weeks seem to not hold any tactical knowhow in their movements and what happens kinda just happens.

It's to help fend off saboteurs. You get 1 vote after 4 weeks but after 16 weeks you get 5 votes. This favours the loyalists over saboteurs who simply throw money at their goals.
 
you forget the free "supplies" you get, which you can haul for merits. At tier 5, you get 50/hr. If you can long in every half hour for 1 min to collect them, its easy to get 5000 merits hauling. prob 5 hours total work, and 10M an hour is roughly equal to CZ, trading etc... and requires no large skill in combat, or costly ship - can haul a lot in a T7 for example.. also can do it with little to no Fed/Imp rank - and these latter two can go up quickly depending on the power.It also gets you into a community. I like PP, and level 5 has a lot of benefits without too much compromise on time IMO.

I think rank 5 was just for the top 10 commanders in that Power (which might be everyone in some of the powers now)

That's because prior to the change there was absolutely no incentive to take part at all.
