At the moment I am sitting at 5 covert theft and 3 covert heist missions and still no invite. Could it be that it is not retroactive in regards to knowing about the engineer? I think some of these missions were done before handing Jude those repair meds.

Nothing in EDO engineers seems to be retroactive
So the missions before getting to know about Terra are not counted

Also apparently Covert Theft missions are (were?) not properly counted. So i would advise you to do more Covert Heist missions

So in essence we don't know it it is intentional, a bug, just some sadistic game-design, or tough luck on us customers. Would be nice if FDev speaks up and explains how engineering is supposed to work, at least. I get it smear campaign plans are still nowhere to find, right?

There is a whole thread about smear campaign plans. Short answer: Yes, but, no.
 
I finally got my invitation from Terra.

First I completed 6 Covert Thefts. I didn't really expect those to get me there, but it was worth a try.

So next, by my own accounting, I completed 7 Covert Heists. After 6 I was pretty frustrated that I still had no invitation. But when I reviewed my mission history at Inara I found that one of my heists had been recorded as "Expired" rather than "Completed". No idea why, of course. So I did one more and got the invitation immediately after turning in that seventh heist.

Good catch! I will review that, too.

EDIT: LOL! Perhaps half of them is expired, although they 100% were not expired, but handed in just fine. Well, serves me well for playing a beta version and expecting progress respected. Let's see if the next thing is a clean wipe of our Odyssey CMDRs, wouldn't surprise me much at this point. You know, for balancing and such.

With a nice message afterwards: "Hello CMDR, thank you for participating in our Odyssey beta game! We'd like to inform you that we really appreciate your contribution. Please find your reset CMDR in Adytian, together with a free E-rated Cobra MKIII as a little gift for your time. Oh, and don't search for your other 20 ships or your carrier: of course that was reset, too. Fly safe, o7!"

Apparently Covert Theft missions are broken WRT counting towards unlocking; it's Covert Heist missions that count.

That's what I picked up here, so I might be wrong (I am waiting for them to fix this as I would rather do Covert Theft missions).

You could test to see if Zac's assessment of the bug is correct. If he is, then 3 more covert heists should get you the unlock.

Ah, no. Done my share of testing during the alpha. Reading back in the thread, it looks like the CM is aware of it and actively investigating with many data input already, anyway. I'll just wait for the last roadmap patch and not waste any more time on this.

Especially not on that issue tracker abomination. If anything, I'll file a support ticket. I'm a customer, not FDev's QA employee.

Another quirk - the engineer panel shows that 5 Defence Settlement Plans are required to access Wellington Beck, but in reality it is 15.
This is very sloppy work Frontier - no wonder there are so many negative reviews for this release.

It's almost like they worked during a pandemic under less than great conditions to layer on a second game as an expansion to an existing, already complex game client and server system.

I got my own invitation after 7 Covert Thefts and 3 Covert Heists *().
So at least some of my Thefts were counted.
All the above missions were also counted on Inara as completed (i had some expired missions as well that i did not count, but that i'm sure they were actually completed in game)


*(actually i completed my last 2 Heists at the same terminal in the same go, so i'm not sure if i had 3 or 4 Thefts counted out of 7 completed)
 
Can anyone recommend good systems/settlements to target for these missions?

My home base usually sends me to high security settlements.
I mostly just roll with whatever they send me to (provided it's a faction type I don't mind screwing over) because of how hard these are to find. I've ed up a couple, but you can usually get them done if you're careful, patient, and follow StealthBoy's guides.

Speaking of which, after quite the drought, the game decided to hand me not one but two in one of my current starports:

Finished this yesterday. With Update 5 it still seems the Covert Theft missions are not counting. It wasn't until I got to 6/7 Covert Heist missions completed that I got the invite.

It didn't help that I was Blue Cobra'd while handing in one CH mission which meant I could no longer hand in that mission still showing as completed. I had to abandon that one {sigh}.

Update: both succeeded without any alarms or casualties, and stole a whole bunch of data too. I think that puts me at 5/6 covert heists. 😎 🚀

If Zac sees this: my performance around settlements got way worse with update 5. You're probably already aware of other reports, but I submitted my DxDiag.txt to these in the hopes that it helps:


 
This is rediculous. I've been tracking these missions via pen and paper with a backup of INARA to ensure they reach completed status. Definitely all COVERT and from the terminal. I'm at 6 covert heist and 7 covert theft and have relogged...no unlock. All but one were completed after discovering Terra from Jude.

Guess I'll do more...

The only thing I can think is if a couple were before Jude navarro stopped being so stingy (was bugged until update 4). But then that means that all my cat media, multimedia, bio samples, genetics, etc have been sold in vain as well.

Do they appear as completed on Inara?
Cause i had a couple of Covert missions that, even tho i completed them successfully, they appeared on Inara as Expired
 
Yeah, progress on engineers is still fracked up beyond all recognition after patch 5. I'm sitting at 7 covert thefts and 6 covert heists now, and still no invitation. Also, there is still no clue if it should be 6 for each, 6 in total, from terminal or giver, and also no progress indicator, which would make this bug somewhat bearable and at least debug-able. Ridiculous indeed. sigh

I'm sick of covert missions, they are not even a challenge anymore, this only disrespects my time. I'll head out into the black with EDH now to visit those old wonders a last time before the game ends them for good. Perhaps this problem is fixed after that, but I won't hold my breath.
