Madeline sorted me out again, this time with a covert theft which (if I complete it) definitely takes me to 6 completed (absolutely no doubt there).

If that doesn't work then...

6 of each after we put in the effort for the normal 6 is really disappointing. The game i sso unstable they should unlock them in good faith, rather than change the requirements. We followed the instructions, now the goal is doubled.

TBH 6 heist was really easy, 6 covert thefts and heist on the other hand, while doable it takes some time.
I will be able to try my silenced gun at least, that's the good side

Pretty sure she unlocked for me with just 6 covert heists. Still took 2 days of searching to find enough missions and a lot of careful creeping around to not balls it up, but at least it works now.

I just completed it earlier today by doing 6 and 6. Space Scouts honor. At first I thought it was an theft 'or' heist... But it says 'and' so I did 6 and 6. Idk games broken but my method worked for me

Just adding my two cents to this discussion.

I've just unlocked this engineer, Terra Velasquez - and a close tally was kept on the missions done.
The invite was received after four Covert Thefts, and six Covert Heists.

I had the all four covert thefts completed, with three covert heists completed as well.
Once I cashed in the last three covert heists at the terminal nothing happened.

But once boarding my vessel, the invite came in.

So it seems to me you need either six covert thefts, or six covert heists.
A combination of both does not work.
