This is the answer as to why it is the way it is, and it is not broken.
I think I have figured it out, you go to a Nav Beacon to get some wanted and credits, all good. Then after 4 or 5 at about the 70K credits mark one of two things will happen:-
1, you accidentaly clip an authority ship with fire or it gets in the blast wave of a missile.
2, The Authority ships turn red and attack you even without you shooting them.
These two things above are a given.
In simple terms it is to stop you from spending hours at a Nav Beacon racking up huge bounties for little effort.
I can only manage 70-100K before someone starts shooting at me, I cant get better than that.
Also I noticed a dude shooting at me so I parked myself beside a stationary Viper Authority vessel. Sure as day the NPC hits the viper with fire but no nooooo he does not become wanted. FYI.
