Well, best in the galaxy as known by the Spansh database, and heavily weighted by proximity to Sol. There are suspiciously amazing planets with 12+ selenium ratios, but they are out in the black.
Synuefai ZH-D c28-0 4 c
Quick shot: Go there, get all the seleniums.
Strengths:
25 sites (at least 3 easy driving)
483 LY from Sol / Distance to Arrival 2666 LS
Volcanism/Geological sites
Selenium: 5.779119%
Other "Common" Mats:
Chromium 1.147628%
Zirconium: 0.296316%
Selenium to other so-called common material ratio: 4.0. Given that this seems to determine how often Selenium drops when Crystalline Fragments are destroyed, this is huge. My limited testing (3 sites) had me at 30/11 selenium/other, somewhat worse than expected, but small data set.
Weaknesses:
0.03 gravity. Selenium just kinda floats down to you on it's own schedule. But the driving is fairly easy: just rocky, but no terrain to speak of at sites 23, 25, and 17. Site 10 looked dicey, so I avoided. Have not tested other sites yet.
483 LY from Sol. If you're still working on that engineered FSD + booster, this might be a stopper. I guess.
Bonus: Right next door to Synuefai ZH-D c28-0 4 b with a similar 5.77% Selenium and a 4.19 ratio. 0.4 gravity is a plus, but there are only 16 sites and they are more to much more challenging to drive. I did manage to get a selenium to common return ratio of 71/1 though, so there is that. Planet 4 d also has a ratio of 2.63, which (while untested) is still better than the previous best known, close to Sol sources.
Thanks to Spansh for continuing to provide a full galaxy data dump (168G uncompressed JSON).
Thanks to CMDR VicTic for his excellent explanations of how raw mats and Selenium work in the game, and his Selenium Finder tool.
