Thread has been going on in some form or another since at least 2014 and will keep on going until Frontier implements a less ludicrous traffic control system (extremely unlikely) or the game is shut down.

I could switch to solo but as I have said I like the interactions and immersion of open play.

Apparently you don't like this interaction...

You don't have to go into Solo permanently. Just switch to Solo, dock, and then back into Open. A few seconds worth of key presses and problem solved.

or block the pad blocker and just relog. Boom, new instance with a free pad within 30 seconds. As an option, you can even unblock the person afterwards.

Hello, it is clear at the title. I have been to an outpost and my ship could only land on landing pad 3 but it was occupied, despite my warnings the occupier stayed there then left like 15 minutes or so later not saying sorry or anything, just with a o7. Then after a short while I saw the same person on another post and same happened, this time just shorter than 15 minutes and left without any apology or anything else. In the first encounter I lost my mission bonus but more irritating thing was that I lost unnecessary time for someones unresponsibility

Which missions besides courier missions can also give you a mission bonus?
For anything that requires data transport, I can only recommend to take a ship the fits on a small size landing pad. Even in you play solo, you might lose your bonus waiting for an NPC who's blocking the medium sized pad for several minutes...
Going to an outpost in a medium sized ship almost guarantees you to have to wait.
And for playing open, expect to meet people that actually read the mission description before accepting it... That takes time, sometimes more, sometimes less, depending on the capability to read of the commander in that ship...
