Exactly our point. The person hogging the ATM can't be punished, and neither can a pad-hog in ED. At least you have the option of solo mode in ED.
If someone is holding up traffic at an ATM they can most certainly be punished. If it's a drive through ATM you could well be arrested and your vehicle towed. If it's a walk up ATM, you could be arrested for loitering or thrown off bank property by private security. Resist enough to escalate things and it could easily turn into a case of suicide by cop.
Same goes for almost any situation where the flow of traffic is unduly impeded. In the case of emergency scenarios, or sensitive areas, no one is going to have patience for people that waste time at the cost of money or risk of lives (and an orbital outpost that depends on trade and resupply certainly qualifies).
If there are no pads free, and someone requests docking permission, they should enter a queue, and ship that has been docked longest should get a slightly shorter timer...when that timer is up, docking permission is recinded and the ship launched automatically.

Just push them off the side of the outpost and let them fall on to the planet below! Once the CMDR is released from detention and fined appropriately, they can take an Apex down and find what's left of their ship, then wait in another queue before being given a stack of insurance forms to fill out, in triplicate.
