It can - see the circles surrounding gravity wells in supercruise - but 3D models are all polygons. If you look carefully at any other game you play, you'll see that they pull the same trick.

no game engine can draw circles, they only draw triangles. Circles are approssimated drawning a lot of them. Frontier choose to use few triangles probably to increase performance.

If you 'double jump' you get a boost from the jetpack - it can be heard and seen in the jump being given a good shove! Excellent for parkour in low-G settlements.That's nice, but where's the jetpack videos you had promised us? Do the jetpacks actually exist in the Alpha?
